Funding Information
The City of Elk Grove is now accepting applications for the Community Development Block Grant (CDBG) and Community Service Grant (CSG) programs for the 2025-2026 program year. This application covers activities from July 1, 2025 to June 30, 2026. Applications must be submitted no later than 11:59pm on Tuesday, February 11, 2025. The application will automatically close at that time and no late applications will be accepted. Applications can only be submitted if complete and all required documents have been uploaded, so please allow adequate time prior to the deadline.
Applicants may apply for either or both grant programs using the same application. However, applicants must complete a separate application for each proposed program or project. Special events/fundraisers will not be funded through this application. The Event Sponsorship Grant (ESG) program application is available concurrently for these types of requests.

APPLICATION TECHNICAL ASSISTANCE WEBINAR
To help nonprofits with the application process, City staff will host an Application Technical Assistance Webinar on Tuesday, January 21, 2025 from 12:30 - 2:30 pm. The webinar will cover eligibility requirements and the application process for each program, as well provide technical support to prospective applicants. Participants must register in advance to participate in the webinar. An archived recording of the webinar will be made available on the website after the event.
ELIGIBILITY
Organizations eligible to apply include nonprofits that are corporations, associations, agencies, or faith-based organizations with a 501(c)(3) or 501(c)(6) nonprofit status under the Internal Revenue Service Code or local government entities that serve residents of the city of Elk Grove, California. Applying organizations must have completed at least one full fiscal year. For-profit entities and individuals are not eligible.

All information received from an applicant, whether received in connection with a grant application or in connection with any grant-funded activities performed, are subject to disclosure pursuant to the California Public Records Act, unless otherwise exempt.
APPLICATION TIPS

► Applicants should review the required attachments list early in the submission process. Some of the documents may take time to pull together. Organizations will not be able to submit an application unless all required documents have been uploaded. If the organization does not have a required attachment please contact City staff for further instructions.
► Carefully review the application for completeness prior to submission. Once the application is submitted, it will be locked from editing.
GENERAL FUNDING REQUIREMENTS
► The applying organization must be registered and remain in good standing with the California Secretary of State and the California Attorney General’s Registry of Charitable Trusts during the grant term, if required by law to be registered.
► Organizations applying to be a subrecipient of federal funds (CDBG) must obtain Unique Entity Identifier (UEI) through the System for Award Management (SAM) and maintain an active registration in SAM. Organizations can register for a UEI at https://sam.gov/. Organizations listed as debarred, suspended, or otherwise excluded shall not be eligible for funding.
► Grant recipients must provide proof of insurance to the satisfaction of the City's Risk Manager prior to the receipt of any funding.
► Grant recipients must comply with all applicable public health restrictions imposed by any federal, state, or local government agency and all other applicable state and local laws for the proposed program or project.
► Grant recipients will be required to enter into a funding agreement with the City and funding will be processed on a reimbursement basis.
COMMUNITY DEVELOPMENT BLOCK GRANT
The CDBG program, funded by the U.S. Department of Housing and Urban Development, is designed to expand opportunities for low-income residents by fostering affordable housing, expanding homeless housing and services, providing social services, improving accessibility, and constructing or upgrading public facilities. Eligible activities must benefit primarily low-income areas or low-income persons/households who are Elk Grove residents. Low-income households are defined as those having incomes at or below 80 percent of the area median income, adjusted for household size. The low-income limit for Elk Grove is currently $66,050 a year for a one-person household and $94,300 for a four-person household. This amount may increase or decrease in 2025. Grant recipients will have the role of administering federal grant funds on behalf of the City and are required to comply with all applicable federal regulations (24 CFR Part 570) for administration of the CDBG program funding and activities, and this will include, in part: keeping accurate financial records and invoices; documenting the income, race/ethnicity, and demographic characteristics of all persons or households served; and complying with labor standards, environmental, relocation, and fair housing laws; etc. Successful applications will address the housing and community development needs presented in the City’s 2020-2025 CDBG Consolidated Plan. Recipients of a grant in this category may apply for funding on an annual basis.COMMUNITY SERVICE GRANT
The CSG program is a locally funded grant initiative designed to support programs, projects, and activities that provide direct benefit City of Elk Grove residents. Its purpose is to enhance the quality of life, promote community engagement, and address local needs by offering financial assistance to eligible organizations for programs that serve the public. Grant recipients must provide the City with accounting data and supporting documentation (e.g., receipts) showing the proper use of grant funds. Failure to comply will result in ineligibility for future grants. Upon request, recipients must demonstrate that grant funds supplement rather than replace existing program funding and provide proof of matching funds as outlined in the application.New for FY 2025-26, the CSG program introduces two funding categories: CSG Traditional and CSG One-Time. Eligible organizations may apply for funding under only one of these categories per application.
CSG Traditional – This category of funding may be used for recurring operational or program expenses, as well as capital improvements. The maximum award available to any entity under this category in a single year is $100,000. Recipients of a grant in this category may apply for funding on an annual basis.
CSG One-time – This category of funding category is designed to provide one-time funding for capital improvements and the purchase of equipment or supplies that support the mission and operations of eligible entities. The program is limited to one-time expenses and cannot be used for recurring expenses (e.g., personnel costs, rent). Grant awards range from a minimum of $5,000 to a maximum of $100,000. Recipients of a grant in this category must wait three (3) years before applying for funding under the same category again.
APPLICATION REVIEW
City staff will review applications to determine whether the proposed activities meet the threshold eligibility criteria. An interdisciplinary team will be formed to support the review process and serve as a selection panel. The review process may include conducting interviews with qualifying applicants, requesting additional information, and/or providing applicants the opportunity to clarify their applications and advise the City of any additional factors that may be relevant. After a thorough evaluation of submitted proposals, funding recommendations will be presented to the City Council for consideration during a public hearing.
APPLICATION REVIEW CRITERIA
The following criteria, in addition to eligibility requirements, will be used in evaluating applications:
► Project descriptions will be evaluated for clarity of proposed activity, overall feasibility of implementation within the 12-month allotted time frame, and if the project connects to the organization’s mission or the community it serves.
► Budgets will be reviewed to determine completeness and reasonableness of all costs related to the request for funding.
► Applicants must demonstrate the ability of the organization to carry out the proposed activities. Each applicant will be evaluated on experience, administrative capacity, and financial management.
► Impact on priority needs and target populations as identified in the 2020-2025 CDBG Consolidated Plan.
► The proposed program or activity must primarily benefit City of Elk Grove residents.
► Preference may be given to applications for public services funding that document a quantifiable increase in the number of persons to be served, the provision of a new service, or the expansion of an existing service into a new area within the City.
► Consideration will be given to the amount of non-City funds committed to the project. Documentation must be provided (i.e. firm commitment or award letters) with the application to verify the availability of leverage/match resources. Leverage may be cash or in-kind.
► The City will look at each applicant’s plan to become self-supporting over the next five years and may also consider the applicant’s grant application history, including how many grants have been applied for and awarded in prior years.
► The City reserves the right to use other criteria in its selection process, if deemed necessary.
IF FUNDED
Grant awards will be made in the form of an agreement executed between the applicant and the City. The grant period, scope, allowable budget, and reporting requirements will be outlined in a contract between the applicant organization and the City. All awarded funds for new programming/activities must expended no later than June 30, 2026.
NON-DISCRIMINATION
Each agency receiving funds from the City is required to assure that it will conduct its business in compliance with the non-discrimination requirements of the City, State, and Federal governments, as applicable. Equal Opportunity in Employment policies will be required. Programs that discriminate on the grounds of race, color, national origin, ancestry, age, gender, or disability will not be eligible. All funded programs must comply with applicable requirements of the Americans with Disabilities Act.

The amount of funding available reflects an estimate of the amount available through CDBG and the actual amount granted last year through the CSG program. Actual amounts awarded are subject to the CDBG allocation and City Council approval through the annual budget process. No applicant is guaranteed funding in any amount. The City reserves the right to fund grant applications through alternative funding sources, if available, based on the applicant’s eligibility and the specific funding criteria of those sources.
